Both Human Resources Mexico (HRM) and Howdy help US companies hire in Latin America. Both have physical presence in Mexican cities.

Both can place you in front of a hired employee in weeks instead of months.

But they are built differently, positioned differently, and carry materially different compliance risk profiles for full-time employment in Mexico.

If you are hiring one engineer or building a ten-person team in Mexico and you are evaluating both, this guide gives you the honest comparison.

What each company is

Human Resources Mexico (HRM)

We are a Mexico-only Employer of Record with 17 years of physical presence in Mexico. Our sole focus is employment in Mexico.

The company operates a physical office, has a full bilingual HR team based in Mexico, and holds active REPSE authorization.

We serve as the legal employer for every person hired on a client's behalf. It does not offer COR services, freelancer payment, or multi-country hiring.

The scope is intentionally narrow: hire correctly in Mexico, handle every LFT, IMSS, SAT, and NOM obligation, and provide human HR support to both client company and employee.

Howdy

Howdy is a LatAm talent platform that combines recruiting, Contractor of Record (COR), and Employer of Record (EOR) services across Mexico, Colombia, Brazil, Chile, Peru, and Argentina.

Howdy's own positioning is direct about its preferred model: for Mexico, Howdy most frequently operates as a Contractor of Record, not an EOR.

Their platform enables US companies to find, vet, and engage Latin American engineers, with Howdy handling the legal and compliance structure behind each hire.

Howdy operates "Howdy Houses" in Mexico City and Guadalajara as physical community spaces.

Their core pitch is a full workforce partner: they source talent, manage compliance, and support retention, rather than simply processing employment paperwork for candidates you find yourself.

The COR vs. EOR distinction in Mexico: why it matters

This is the most important difference between the two companies, and the one most US clients do not fully understand when they first evaluate both.

A Contractor of Record (COR) engages the person as an independent contractor. The COR manages the legal and compliance structure for that contractor relationship.

The person invoices the COR, the COR handles the legal entity and payments.

An Employer of Record (EOR) hires the person as a full-time employee. The EOR is the legal employer.

The person receives a formal employment contract, IMSS registration, statutory benefits (aguinaldo, vacation premium, PTU), and all protections under the LFT.

In most countries, COR is a useful, flexible model. In Mexico, it is legally precarious for long-term, full-time engagements.

Why COR carries risk in Mexico

Mexico's Federal Labor Law (LFT) uses a substance-over-form subordination test. If a person:

  • Works exclusively or near-exclusively for one company

  • Follows that company's direction and supervision

  • Works under a set schedule aligned to the client's hours

  • Uses the client's tools and systems daily

  • Operates as a de facto integrated team member

...then Mexican law presumes an employment relationship exists, regardless of what the contract says.

The contract label "contractor" does not protect the client or the COR from reclassification.

A person who invoices monthly but effectively works as a full-time employee can file a labor claim and be treated as an employee retroactively from day one.

Reclassification triggers:

  • Retroactive IMSS contributions from the first day of the relationship

  • Back-payment of aguinaldo, vacation premium, and all statutory benefits

  • Fines from STPS and IMSS up to 5,000 UMA units per affected person

  • Severance liability: 90 days' salary, the statutory seniority premium of 12 days' salary per year of service (subject to applicable salary caps), and 20 days' salary per year of service under specific statutory circumstances.

  • SAT penalties for ISR withholding failures on the client's payments

Howdy is aware of this risk and addresses it in their own content. Their own blog flags "economic dependency indicators" as the key compliance concern for COR in Mexico.

But economic dependency is exactly what exists when a full-time engineer works solely for your company under your direction for 12+ months.

Our position is more direct: subordinated contractor arrangements are illegal in Mexico.

We do not offer COR services precisely because the model creates legal exposure for the client when applied to full-time, integrated roles.

For US companies hiring a Mexico-based engineer to join their product team full-time, EOR is the legally appropriate structure.

COR introduces similar misclassification risk to paying someone informally as a freelancer. The mechanism is more sophisticated, but the underlying legal exposure is the same.

Geographic focus: specialist vs. platform

We are Mexico-only.

This is not a limitation. It is a deliberate position. Every system, every team member, and every compliance process is built around Mexico.

When something changes in Mexican labor law, our response is immediate and specific. There is no country queue.

Howdy covers six Latin American countries.

For US companies building teams across Mexico, Colombia, Brazil, and Argentina simultaneously, Howdy's multi-country footprint is a genuine convenience. One platform, one vendor relationship, multiple countries.

But multi-country coverage has a compliance trade-off. Howdy's compliance depth is divided across six markets.

Mexico's NOM standards, CFDI 4.0 payroll requirements, REPSE framework, bimonthly INFONAVIT filings, and PTU calculations are handled by a platform that also manages Brazilian eSocial, Colombian PILA, and Chilean AFP contributions simultaneously.

For companies whose primary or sole Latin American market is Mexico, a Mexico-specialist provider carries lower operational risk than a multi-country platform applying generalized LatAm compliance practices.

Physical presence in Mexico

Both companies have some form of physical presence in Mexican cities.

We operate a physical office in Mexico with a full-time, dedicated HR team. This team is focused on employment in Mexico only. They handle IMSS registrations, payroll questions, employee inquiries, terminations, and NOM compliance for Our entire client base. Every client employee hired through us has access to a bilingual HR professional based in Mexico who picks up the phone.

Howdy operates Howdy Houses in Mexico City and Guadalajara. These spaces function primarily as community hubs for their network of Latin American professionals, providing workspace, community events, and retention support. They are meaningful differentiators in terms of talent engagement and retention, which is part of Howdy's broader workforce partner positioning.

The distinction: Our Mexico presence is compliance and HR administration infrastructure. Howdy's Mexico presence is talent community and retention infrastructure. Both are real. They serve different purposes.

Recruiting: what each includes

We do not recruit. We are the employment structure for people you have already identified or that a recruiter has placed. The scope is compliance, employment, payroll, and HR administration. Not sourcing.

Howdy recruits. This is a core part of Howdy's value proposition. They interview thousands of candidates annually, use psychologists to assess technical and cultural alignment, and vet for the top tier of the Latin American developer market. For US companies that do not have a recruiting function capable of sourcing Mexican or LatAm tech talent, Howdy's integrated recruiting is a genuine convenience.

For US companies that already have a sourcing pipeline (employee referrals, LinkedIn outreach, or a recruiting partner), Our focused EOR model is typically more cost-effective.

You are not paying for recruiting embedded in the compliance fee.

This is a real difference in what you are buying, not just a feature comparison. Decide which you need before comparing prices.

Pricing comparison

HRM charges a single percentage markup on gross taxable salary. No setup fees. No onboarding fees. No security deposit. No FX conversion charges. No termination or offboarding fees. No benefits administration fees. No annual renewal fees. The fee scales with salary: as salary increases (and IMSS and INFONAVIT statutory caps apply), the effective percentage decreases. Clients always know exactly what their cost is.

Howdy publicly states that 15% of the total cost is its fee. Of the remaining 85%, approximately 60% reaches the professional as take-home pay and 25% covers benefits and local costs. This is a transparent model that bundles recruiting, compliance, and employment into a single rate.

The structure is different enough that direct comparison requires a specific salary example.

Howdy's bundled model includes recruiting value that We do not provide.

Our model excludes tax-deductible amounts (private medical insurance, gas cards, toll cards, expense reimbursements) from the fee base, reducing the effective cost for clients who provide supplementary benefits.

Ask for a full cost example from both providers using your specific salary and benefits profile before comparing headline rates. A bundled recruiting + EOR fee and a standalone EOR fee are not comparable without adjusting for whether you would otherwise pay a separate recruiter.

REPSE registration

REPSE registration is the federal authorization required for EOR and specialized service providers to operate legally in Mexico after the 2021 outsourcing reform.

We hold active REPSE registration. The registration is publicly verifiable through the STPS portal. This is the legal foundation for Our ability to employ on behalf of foreign clients in Mexico.

Howdy's REPSE status requires direct verification. Howdy's content references REPSE compliance and the 2021 reform, and they state they offer EOR services in Mexico. But because their primary Mexico model is COR (contractor of record), the REPSE obligation framework applies differently depending on how each engagement is structured. Verify their REPSE number directly in the STPS portal before signing if you are using Howdy for full employment in Mexico.

This is not a claim that Howdy is non-compliant. It is a reminder that REPSE verification is the client's responsibility under the 2021 reform.

Joint liability for non-REPSE providers falls on the client company.

What each is best at

We are best for:

  • Companies that need a compliant full-time employee in Mexico under the LFT, with zero ambiguity about employment status

  • Organizations for which Mexico is the primary or sole hiring market

  • US companies that already have a recruiting pipeline and need a compliant employment wrapper

  • Companies that want a single, transparent fee with no add-ons

  • Situations where employee HR support by a bilingual, Mexico-based team matters

Howdy is best for:

  • Companies building engineering teams across multiple Latin American countries simultaneously

  • US companies that do not have their own tech recruiting capability and want a sourced, vetted candidate alongside the compliance structure

  • Situations where retention and community engagement (Howdy Houses) are part of the talent strategy

  • Companies comfortable with COR for project-based or shorter-horizon roles, where the employment relationship does not clearly trigger subordination under Mexican law

The honest answer for full-time Mexico employment

If you are hiring someone in Mexico to work full-time under your direction, integrated into your team, following your schedule indefinitely, you need an EOR, not a COR.

Mexico's labor authorities do not care that the contract says "contractor." They look at the reality of the relationship.

A full-time, integrated team member in Mexico is an employee under Mexican law regardless of the invoice structure.

For that use case, Our 17 years of physical presence in Mexico, active REPSE authorization, and dedicated in-country HR team make us the more defensible choice.

The compliance posture is clear, the employment structure matches what Mexican law requires, and the fee model is transparent.

If you also need someone to find that person for you, Howdy's recruiting adds value.

But evaluate whether you need integrated recruiting alongside compliance before deciding that Howdy's bundled model is the right fit.

Start with the right structure

Human Resources Mexico (HRM) is a Mexico-only Employer of Record with 17 years of physical presence in Mexico.

Every employee hired through us is a full-time employee under the LFT. IMSS registration is completed within 5 business days of the start date.

Payroll runs biweekly in MXN with CFDI 4.0 payroll receipts stamped with SAT. Aguinaldo, vacation premium, PTU, NOM-035, and NOM-037 compliance are all managed by our in-country team.

We hold active REPSE registration. Our fee is a single transparent markup on gross taxable salary with no additional charges.

  • 17 years of physical presence in Mexico: Not a platform company, not a fiscal address

  • Active REPSE registration: Publicly verifiable in the STPS registry

  • EOR-only model: Full employment, full compliance, zero misclassification exposure

  • Mexico-only focus: Every compliance detail is Mexico-specific

Frequently asked questions

What is the main difference between HRM and Howdy?

We are a Mexico-only EOR that hires full-time employees under the LFT. Howdy is a multi-country LatAm platform that primarily uses a COR model for Mexico, with EOR available when required.

We do not include recruiting; Howdy does.

Is Howdy's Contractor of Record model legal in Mexico?

COR can be legal in Mexico for genuinely project-based engagements where the person works for multiple clients and is not under subordination to one company.

For full-time engineers integrated into a US company's team on an ongoing basis, the COR model carries misclassification risk under Mexico's LFT subordination test.

Does Howdy have physical presence in Mexico?

Yes. Howdy operates Howdy Houses in Mexico City and Guadalajara as community and coworking spaces for their talent network.

We operate a dedicated HR office in Mexico with a full-time compliance and HR team managing employment obligations for client companies.

Does HRM offer recruiting?

No. We provide the employment and compliance structure for candidates you have already identified.

If you need talent sourcing alongside employment services, you would use a recruiter or a platform like Howdy that bundles both.

What is REPSE and which provider has it?

REPSE is Mexico's federal registry for specialized service providers, required under the 2021 outsourcing reform. We hold active REPSE registration, publicly verifiable through the STPS portal.

Verify Howdy's specific REPSE status directly in the registry, particularly if you are using their EOR service for full employment rather than their COR model.

Which is better for building a large Mexico engineering team?

For pure employment compliance on a Mexico-only team with candidates you have sourced, Our focused EOR model and transparent fee structure are well-suited.

For companies needing integrated recruiting alongside compliance, or building across multiple LatAm countries simultaneously, Howdy's fuller-service platform is worth evaluating.
